Hazardous Material Management

ISL has built and demonstrated a highly competent hazardous waste management and environmental safety and health software engineering domain expertise. ISL has developed software for every phase of hazardous waste management; from retrieval, to characterization, to certification, to packaging, to transportation, and to emplacement for long term storage.

Nuclear Waste Management Software

Over the past several years, ISL has developed software applications and databases for all phases of nuclear waste processing, and continues to actively develop new applications and provide support to critical DOE nuclear facilities such as the Idaho National Laboratory, the Advanced Mixed Waste Treatment Project, the Waste Isolation Pilot Plant, and remediation projects at the DOE Hanford site. Highlights of ISL’s experience in this domain are:

Waste Isolation Pilot Plant (WIPP)

ISL is a qualified and reputable supplier of nuclear facility software applications to Washington TRU Solutions (WTS) who is the prime contractor to the Department of Energy for managing the Waste Isolation Pilot Plant (WIPP) located in Carlsbad, New Mexico. ISL maintains a WIPP Quality Assurance certification for our Quality Assurance Program and continues to perform all work in a best practices manner, which is IEEE compliant and meets or exceeds compliance with the WIPP prescribed NQA-2a 1990, Subpart 2.7 – Quality Assurance Requirements of Computer Software for Nuclear Facility Applications. Systems engineered and maintained by ISL include the Waste Data System (a complete rewrite of the WIPP Waste Information System), Contact Handled TRAMPAC Evaluation Software, Remote Handled TRAMPAC Evaluation Software, Contact Handled TRUCON Maintenance Application, Remote Handled TRUCON Maintenance Application, Inter-site Shipment Module, and WIPP MgO/Barcode Application.

Advanced Mixed Waste Treatment Project (AMWTP)

Bechtel BWXT Idaho (BBWI) operates the AMWTP at the Idaho National Laboratory (INL) with a mission to safely retrieve, characterize, treat and package transuranic waste for shipment out of Idaho to permanent disposal at the WIPP. A key component to the mission of AMWTP is the Supercompaction Facility for which ISL developed a significant portion of the software used to operate the facility. This software includes capabilities to interface with conveyor systems, provides criticality safety interlocks, process queuing, tracking of repackaged waste, and “special-case” waste handling functionality. ISL also developed the AMWTP Offsite Shipping Module (OSM) software. The OSM is used by AMWTP TRU programs personnel for reconciling and validating waste container certification data and subsequently transferring that data to WIPP for approval. The software also provides AMWTP operations personnel tools for campaigning waste container retrieval, performing physical integrity and radiological controls inspections on waste containers, and planning and building payloads for shipment to WIPP. For over seven years, ISL has been providing excellent support in the ongoing development and maintenance of the entire AMWTP Waste Tracking System (WTS) required for processing the nuclear waste destined for permanent emplacement in the WIPP repository. 


TRANSCOM is the DOE’s unclassified tracking and communications system used to monitor the progress of various “high visibility” shipments, such as spent nuclear fuel, high-level and transuranic radioactive waste. The system combines satellite and ground-based communications to monitor the progress of DOE truck, rail, barge, and ocean vessel shipments in near real time. ISL was selected to develop IEEE content and format compliant Software Requirement Specifications and a Software Design Description to document the system, and an IEEE Software Quality Assurance Plan to establish a consistent and traceable basis for ongoing development and maintenance of the system.

Idaho National Laboratory (INL)

Battelle Energy Alliance (BEA) is responsible for the management and operation of the research and development components of the DOE Idaho National Laboratory. ISL provides IT support to the technology programs included in the areas of science, chemistry, environmental science, computation, and simulation. BEA utilized ISL expertise in software development, software quality assurance, and software project management. BEA has noted ISL’s high success rate in identifying IT practitioners who have the right skills for BEA IT support.

K-Basin Closure Stabilization and Packaging (KBCSP)

At the DOE Hanford site, the K-East and K-West Basins were used to store irradiated fuel prior to Spent Nuclear Fuel (SNF) processing. The Hanford site mission includes removal and disposal of sludge as part of the basin decommissioning activities. ISL was selected by BNG America to engineer the K-Basin Closure Stabilization and Packaging (KBCSP) Data Management System (DMS) for creating and maintaining the Acceptable Knowledge (AK) data package.

CERCLA Waste Analysis, Inventory, and Reporting

The CERCLA Disposal Facility (ICDF) Waste Analysis, Inventory, and Reporting System (WAIRS) Software Interface project is a software development initiative sponsored by the S. M. Stoller Corporation for the INL. Stoller contracted with ISL to perform the Software Quality Assurance (SQA), analysis, design, and implementation of software that will upload certain container and task information from the process-specific application, WAIRS, to the INL’s Integrated Waste Tracking System (IWTS) which is the quality record for waste stream and waste container data for the ICDF.
