Who We Are

ISL is an employee-owned technology development corporation that performs expert research and complex analysis, software and systems engineering, advanced hardware design and development, and high-quality specialty fabrication for a variety of customers, world-wide.

ISL specializes in the areas of advanced signal processing, space exploration, undersea technologies, surveillance and tracking, cyber security, advanced radar systems, and energy independence.

Our Story

ISL was founded in April 1982. Since its inception, ISL has developed innovative concepts to solve otherwise intractable problems. ISL has developed and adapted analysis tools, signal processing algorithms, unique antenna array designs, and computer simulations to show concept feasibility and to support the resulting system development.

ISL scientists and engineers have fielded experiments to resolve key phenomenology issues and to provide design data. Designs and hardware prototypes for surveillance, communications, and signals intercept systems, usually incorporating adaptive signal processing, have resulted.

In 1996 ISL embarked on a major expansion plan intended to exploit the outstanding reputation and forefront “Information Age” technology it had developed during its first 14 years of operation. ISL is continuing to build on the plan that was initiated in 1996. That plan included the conversion of the corporation from a sole proprietorship with over 95% of the stock owned by the founder, to an employee-owned company with the stock distributed among all of the employees. The success of this approach has been demonstrated repeatedly by rapidly growing technology companies. It affords both a major employment incentive in recruiting and strong motivation for excellent job performance.

Corporate History Timeline

1982  –  ISL was founded by John Don Carlos in Vienna VA. The technology formed what is now the Surveillance and Advanced Sensor Technologies operations consisting of high-end signal processing R&D/technology development.

1996  –  Dr. R. Michael Dowe, Jr. became President and CEO and the ISL headquarters moved to San Diego, CA.

A series of acquisitions added Nuclear Energy technology services, complex hardware and software development and MIL-SPEC manufacturing:

2000  –  The Nuclear Safety Analysis Operation was acquired from Scientech providing high-end nuclear engineering, science and PRA services, with a focus on supporting the U.S. Nuclear Regulatory Commission (NRC).

2001  –  Insei was acquired from its founder adding experience in U.S. Department of Energy (DOE) Hazardous Nuclear Waste Management and Information Technology excellence.

2002  –  Signal Processing Systems was acquired from Smiths Industries bringing acoustic/RF signal processing systems development and integration experience.

2002  –  Bosch Aerospace was acquired from its founder adding Lighter than Air (LTA) systems for ISR, aviation services and aerospace systems R&D expertise (see Aeronautical & Space Systems).

2007  –  The Technology Risk Management Operation was established to provide Probability Risk Analysis, primarily for NASA.

2011  –  INSEI’s name is officially changed to Information Systems Laboratories, Software Engineering Operations.

2015  –  Dr. Joseph Guerci is named ISL President and CEO.
